Section 6 — Operator Liability for Real-Cash Play

1. Acceptance and Eligibility

By creating an account, depositing real money, or placing a real-cash bet inside the 3 Patti Blue Android app, you accept these Terms of Use in full. If you do not agree, please do not register and do not deposit. The free-chip practice mode does not require account creation and is not governed by Section 4 (Money) of these Terms — only by the general conduct rules in Section 8.

2. The Game, the Operator, and What That Means

3 Patti Blue is run by an Operator. We say this once, plainly, because it is the most important sentence on this page. The contract for your real-cash play sits between you and us — not between you and an aggregator, not between you and a ranking site, not between you and your network operator (Zong, Jazz, Telenor, Ufone). With us.

That has practical consequences. If a third-party review website lists 3 Patti Blue and you install our APK from a link they published, the review site is not a party to your real-cash play. It does not hold your balance. It cannot release your withdrawal. It cannot give you your bonus back. The contract is with us, and the support channels in Section 12 are with us.

Equally — if 3 Patti Blue is mis-reviewed by a third-party site (say, the site claims we offer something we do not), that mis-review does not bind us. Read the in-app rules and these Terms for what we actually offer.

3. Account Registration and KYC

Account creation is free. The first deposit can be as small as 100 PKR. The first withdrawal of any size, and any deposit at or above 10,000 PKR cumulative, triggers our one-step KYC.

One-step KYC means:

  1. Photo of CNIC front and back, taken in-app (we do not accept emailed copies — for tampering reasons).
  2. A short selfie used only for face-on-CNIC matching. The selfie is hashed locally and the raw image is deleted after match within 7 days.
  3. A wallet ownership check — your registered mobile number must match the wallet account name.

We do this check once. We do not re-ask if your CNIC photo is already on file unless your CNIC has expired or you have changed your wallet number. If you change your name (marriage, deed-poll), please write to [email protected] with proof and we will update the file. Until that update is in place, withdrawals to the new name will not be processed.

Multiple accounts per CNIC are not permitted. If we detect two accounts on the same CNIC, the older account is preserved and the newer is closed. Balances on the closed account are returned to the originating wallet within 7 business days.

4. Deposits and Withdrawals

Deposits

Deposits run on Easypaisa-to-Easypaisa and Jazz-to-Jazz rails. We do not net cross-rail (a Jazz wallet sending to an Easypaisa-only line is rejected at the gateway, not by us). Minimum deposit: 100 PKR. Maximum single deposit: 50,000 PKR (anti-mule courtesy ceiling — players who need a higher single deposit may write to [email protected] to request a one-time raise after KYC).

The withdrawal returns to the same wallet that funded the latest deposit, by default. A wallet change (Easypaisa to JazzCash or vice versa) requires fresh KYC alignment and adds 2-3 business days the first time only.

Fees we charge

Zero. Easypaisa and JazzCash may apply their own gateway fees on the player side at the wallet level — those are between you and the wallet, not us. We do not skim on top.

5. House Edge and Game Rules (Operator Disclosure)

Every real-cash card game on 3 Patti Blue carries a house edge. We disclose it in the in-app rules screen of each game. The summary, for convenience:

Cards are dealt from a server-side RNG seeded against an audited entropy pool. The shuffle log for any disputed hand can be requested via in-app support, and we will return the hand resolution log within 5 business days. Hand-resolution logs older than 90 days are archived and may take longer to retrieve.

Plain warning. Anyone marketing a "winning system" or "guaranteed pattern" for Teen Patti, Dragon Tiger, or any of our games is selling something that does not exist. The house edge applies to every hand. Skill helps in Teen Patti (because there is bluffing) but skill cannot eliminate the edge. Do not play money you cannot afford to lose.

6. Operator Liability for Real-Cash Play

This is the section most readers should read in full.

The 3 Patti Blue Operator is responsible for the integrity of the game, the safekeeping of player balances, and the timely settlement of withdrawals as described in Section 4. That is what an Operator is for. Neither a ranking site, nor an aggregator, nor a third-party APK mirror can carry that responsibility — only the Operator can, and we do.

What we are responsible for: the fair operation of every game we ship · the safekeeping of player PKR balances in segregated commercial bank accounts · the settlement of withdrawals on the published window · the honest disclosure of house edge · the immediate effect of any responsible-gaming limit a player sets · the prompt written reply (within 24 hours) to any in-app support ticket about a stuck withdrawal or a misresolved hand.
What we are not responsible for: losses arising from the player's choice to play above their means · losses arising from the natural house edge of fair games · network outages caused by Zong, Jazz, Telenor, Ufone, or PTCL · wallet outages at Easypaisa or JazzCash · device-side bugs that we cannot reproduce on our standard Infinix and Tecno Spark test fleet · third-party review-site claims about us that we did not author.

If a withdrawal is stuck for more than 24 business hours past the published window, you have a written claim against us — not against the wallet, not against your network operator. Open an in-app ticket, escalate to [email protected] if needed. Our internal SLA for stuck-withdrawal first reply is 24 hours, full resolution 5 business days. If we miss the resolution SLA, the player may also write to [email protected] for editorial team escalation.

Our maximum aggregate liability under these Terms for any twelve-month period is the lesser of (a) the total deposits you have made into 3 Patti Blue during that period, or (b) 500,000 PKR. This cap is published openly because we believe a player deserves to know the ceiling before they accept it.

7. Bonus Rules and Wagering

Bonus chips are clearly distinguished from cash chips inside the app — different colour, different wallet, different withdrawal status. Bonus chips cannot be withdrawn directly. They unlock to cash only after a wagering requirement is met.

Standard wagering requirement is 5x bonus value across cash games. The exact requirement, and any per-game multiplier (some games count less than 1:1 toward wagering — typically Crash and Mines at 0.3:1), is shown on the bonus terms screen before the player accepts the bonus. We do not surprise. A bonus accepted is a bonus on terms shown — and we keep a screenshot in our audit log.

Bonus rule changes are announced 14 days in advance, on the in-app news feed and on our blog. Any change applies only to bonuses accepted after the effective date. Existing bonuses run on the rules as accepted.

8. User Conduct and Account Closure

An account may be suspended, balance-frozen pending review, or permanently closed if we have reason to believe the account has been used for:

For violations 1-4 the balance, if any, is held pending a written investigation. The player will receive the finding within 14 business days. If the finding is "no violation found", the balance is released. If "violation confirmed", the balance return is at our reasonable discretion, subject to applicable law.

9. Privacy and Data Protection

The privacy framework that governs your data is set out in full at privacy-policy.html. The headline: we collect what we need to run the game (account, KYC, balance, transactions), we do not sell your data to third parties, and we keep records only as long as Pakistani financial-services rules require us to.

10. Service Availability and Force Majeure

3 Patti Blue is a 24x7 service in intent — but real-world Pakistan has power-cut windows, network outages, and Easypaisa/JazzCash settlement holidays. We commit to a 99% monthly uptime on the game servers (excluding scheduled maintenance announced in-app at least 24 hours in advance) and we will publish any unscheduled outage exceeding 30 minutes on the blog within the same week.

Force majeure events that suspend our obligations under these Terms include national-grid power failure exceeding 6 hours in a single day, PTA-mandated internet curtailment, and Easypaisa/JazzCash gateway-side outages exceeding 2 hours. During force majeure, withdrawal settlement timelines in Section 4 do not run, and the next business morning measurement begins from the moment force majeure ends.

11. Governing Law and Dispute Path

These Terms are governed by the laws of the Islamic Republic of Pakistan. The seat of any dispute is Karachi. Before any court action, the parties agree to attempt resolution as follows:

  1. In-app support ticket — first reply within 24 hours.
  2. Compliance email[email protected] · written reply within 5 business days.
  3. Editorial escalation[email protected] · independent review by editorial team within 14 business days.
  4. Mediation — only after step 3, the player may initiate mediation in Karachi at the Centre for International Investment and Commercial Arbitration or any equivalent body. We share the mediator's fee 50/50 with the player up to 50,000 PKR.

12. Changes to These Terms · How to Reach Us

We may update these Terms from time to time. Material changes (anything that affects the player's rights, KYC obligations, withdrawal windows, house edge disclosure, or liability cap) are announced 14 days in advance on the in-app news feed and on our blog, with the change diff posted plainly. Cosmetic or clarifying edits (typos, link fixes, contact-info updates) are made silently and the "Last reviewed" date below is updated.
