1. Who We Are
3 Patti Blue is a small Pakistani gaming team. We did not start in casino — we started in card-game UI work, and we kept noticing the same thing: most real-cash 3 Patti apps available to Pakistani Android players were either (a) clearly built for the Indian market and bolted on to Pakistan as an afterthought, or (b) built for Pakistan but cosmetically — same red-and-gold hero, same dragon mascot, same screaming bonus pop-ups, same shaky JazzCash rail.
We thought a Pakistani Teen Patti player deserves a quieter app. So we built one. The colour was the first decision. Blue, not red. Blue is what stayed.
We are not the Pakistan-licensed gambling regulator (no such body issues consumer-card-game licences as of writing). We are a private operator, plainly disclosed, that runs the 3 Patti Blue app from 3-patti-blue.pk. The Terms of Use, Privacy Policy and Responsible Gaming pages describe the rules under which we run.
2. What 3 Patti Blue Is
3 Patti Blue is a real-cash card-game Android app distributed as an APK from 3-patti-blue.pk. The current build offers Teen Patti (the Pakistani 3 Patti variant), Dragon vs Tiger, Rummy, Andar Bahar, Crash, Roulette, Mines, and a small Ludo lane. Players deposit in PKR via Easypaisa or JazzCash. Withdrawals run on the same rails — Easypaisa to Easypaisa, Jazz to Jazz, with a one-step KYC for first-time payouts above 10,000 PKR.
It is built and tuned for Android first. The APK is roughly 20 MB on download, expands to about 60 MB after first launch, and runs cleanly on Android 5.0 and up. Mid-range Infinix and Tecno handsets are our internal floor — if it stutters on Tecno Spark 8, we ship a hotfix the same week.

3. What 3 Patti Blue Is Not
This is the section we wish more operators wrote.
3 Patti Blue is not a casino licence holder. There is no Pakistani casino licence to hold. We operate as a private real-cash card-game app under the general digital-services regime of Pakistan, with the consumer-protection floor of PECA 2016 and the SBP/PTA rules that govern Easypaisa and JazzCash flows.
3 Patti Blue is not an aggregator or a ranking site. We do not list other operators' apps. We do not earn affiliate revenue from sending players to third parties. The app you install from our APK is the only app we run.
3 Patti Blue is not a guarantee that you will win. The game has a house edge — every real-cash card game does — and it is described plainly inside the app rules, on the Terms of Use page, and inside the Responsible Gaming checklist. Anyone marketing a "winning system" for Teen Patti is selling something that does not exist.
4. Our Operator Responsibilities
Because we are the Operator, the contract for your real-cash play sits between you and us. Not between you and your network operator. Not between you and Google Play. Not between you and an affiliate review site. With us. That comes with five duties we take seriously:
- Hold balances faithfully. The PKR you deposit sits in a segregated commercial account at our partner bank, not in operating cash. If we ceased trading tomorrow, balances would be returnable.
- Settle withdrawals on the published window. Standard withdrawals to Easypaisa or JazzCash settle within 3 business hours during 8 AM–11 PM PKT. Outside that window, the next business morning. The current monthly median is published on the in-app payouts page.
- Run a fair game. RNG, card-shuffle proofs and hand-resolution logs are inspected by our internal game-integrity team weekly. The audit summary is posted on our blog every quarter.
- Honour KYC obligations. First-time payouts over 10,000 PKR require a CNIC photo (front + back) and a wallet ownership check. We do this once. We do not re-ask.
- Fix what breaks, openly. When a Pakistani player reports a hand that resolved wrong or a payout that stuck, the ticket gets a numbered case, a written reply within 24 hours and a public note on our changelog if the cause was server-side.
5. Why We Built 3 Patti Blue (and Why It Is Blue)
This is the section every reviewer asks about — so we wrote it down.
Most Pakistani real-cash card apps lean on red, gold and green. They borrow the visual grammar of casinos in Goa or Macau. The intent is obvious: red and gold mean money, green means table felt, and the player feels rich just by opening the app. Fine in 2014. Less fine in 2026, when a Pakistani Teen Patti player is — quite often — sitting on a Faisalabad rooftop at 9 PM trying to play a careful 500-rupee game on patchy Zong 4G, not pretending to be in a Macau VIP room.
The colour decision. Blue is the colour of patience. It is the colour of mosques, of the Indus, of the early evening sky over Karachi. It does not pretend to be money. It is calmer than red and quieter than gold. We chose it because we wanted players opening our app at 9 PM to feel that they were sitting down to a careful game — not being shouted at by a casino. The blue carries through every screen — the deposit page, the table, the withdrawal confirmation. It is consistent on purpose.
Blue is not a marketing flourish. It is a product decision that drives quieter notification copy, smaller bonus pop-ups and longer player session windows where the player can change their mind without a flashing red countdown timer. None of this is unique technology — but the discipline to keep it consistent across every screen is something we build into the release process.
We do not claim this makes 3 Patti Blue the safest app in Pakistan, the biggest, or the most fun. Those are claims for the player to make, not us. We claim only that the colour of the app is part of the philosophy, and the philosophy is to slow players down a little.
6. Player Safety and Responsible Gaming
Real-cash card games are not for everyone. They are not for anyone under 18. They are not for anyone whose card spend already exceeds 5% of household income. They are not for anyone who is playing to "win back" what they lost yesterday — that is the single clearest sign the play has stopped being entertainment.
Inside the app we provide five tools — daily deposit limit, weekly deposit limit, session timeout, cooling-off (24 hours / 7 days / 30 days) and full self-exclusion. The full descriptions are on the Responsible Gaming page. Setting any one of them costs nothing. They take effect immediately. We never email a player asking them to remove a limit they set — because that would be the worst thing we could do.

7. Pakistan Compliance and Age Policy
3 Patti Blue is available only inside Pakistan. We geo-fence registration to Pakistani SIM-issued numbers. The minimum age is 18 and we verify it at first KYC — a CNIC date-of-birth that resolves to an age below 18 closes the account on the spot, with the deposited balance returned to the originating Easypaisa or JazzCash wallet within 3 business days.
We work inside the framework of PECA 2016 (Prevention of Electronic Crimes Act) for content and consumer-protection rules, and within the SBP and PTA rules that govern the digital wallets we use for deposits and withdrawals. We do not offer the app to players outside Pakistan. We do not offer cryptocurrency rails. We do not offer credit-card top-up. The rails are the wallets, full stop.
8. How We Maintain Quality (Update Cadence)
We refresh the app on a quiet, predictable schedule.

- Bonus-rule changes: at least 14 days notice in app and on blog
